PowerNet created, and owns the exclusively rights to the GEM Leadership Development Program. This strength-based, cognitive-behavioral, criminogenic need-responsive, rehabilitation program selectively identifies eligible persons who not only want to CHANGE their lives to become healthy, productive and law-abiding citizens but, in alignment with our recruitment strategy, training curriculum and program outcomes, GEM LDP participants are also committed to help other at-risk adults or juveniles and their families lead successful lives in their communities.

In order to accomplish this ambitious goal in the most efficient and effective manner possible, PowerNet facilitators offer specialized training and targeted incentives to program participants as they work toward creating a personal mission and vision, identify their natural gifts and potential strengths, and develop a long-term plan for personal, family and career success.
